depending on how ghetto you want to do it, you could get away with a straight stitch machine, yellow cable and some Type IV webbing.
Ideally, TypeIV webbing + bartacker + nicopress sleeve + nicopress crimper + yellow cable.
First cutaway handle I made was a skydiving cutaway handle and I used a table top Dressmaker. It worked well enough to be perfectly functional.
All the subsequent ones I used a good single needle and a zig zag. A double pass of a zig zag works wonders
Do the zig zag stitch, pick up the foot, put the material back at the beginning and do another zig zag right over the top. That stitch is very common in rig making.
