A Pendulator is a still air launch simulator used to practice BASE exits. It was first developed by Ronnie Risvik and the Stavanger BASE Klubb about ten years ago.
It's really very simple. You basically string a rope between two trees and rig up a pulley on the line attached to the jumper. You belay from the bottom end of the rope so you can lower the jumper to the ground. You can crank out a practice exit every minute or so very easily, so that you can fix problems with the exit quickly, without having to wait an hour or more between attempts.
I'll see if I can find a video somewhere. Or if you're near Twin Falls, I'll set one up tomorrow afternoon for the course I'm teaching, and you can stop by and see how it works.
